Vintar, Ilocos Norte ( Siwawer )

VINTAR  :  1st class largest municipality (Area) province of Ilocos Norte, Phlipines. Population 29,405 People 6,282 households.  

HISTORY :  In January 1574, Salcedo returned to the capital of his Encomienda, Vigan, bringing with him some Augustinian Missionaries to pioneer the evangelization of Ylocos and established a Spanish city, for the purpose of controlling the neighboring towns and villages.

         The year 1574, is significant for Vintar because that was the year when an Augustinian missionary from Sarrat arrived in town. Some say that he got to this place while hunting in the hills between Sarrat and Vintar.

        Wanted to meet the head of the barangay and he was led by the guides to a group of houses on top of a hill. The head chief, for a lack of a better word, assembled the folks under an Acacia tree to meet the white man. He shouted, "Ag-Intar kayo man basit". Roughly translated, "Please form a line." Now, the line formed liked a "V". This was noted by the missionary, and on his subsequent visit, he asked the head chief about the name of the place. The head chief pointed his finger to a mountain up the river and said, "Baguinsuso".

       Spaniards re-structured our way of life? The start missionary wanted different name could easily pronounce and understand, totally different from the local lingo. This is understandable, don't you think? Anyhow, he looked at the verb, "Intar" and since the folks formed a line that looks like a "V", he readily prefixed it to "Intar" and made it a noun. And, bingo, we are now called "Vintar".

        Vintar is known for being a home of national and international personalities in sports, performing arts, medicine and academics.

        Vintar is the home of intelligent people competing in division, regional, national and even international competitions.

         You know what they call the place then? Here's the hook. BAGUINSUSO! Surprise? Yep. Folks, the place was once called Baguinsuso. Now, you know why it is on the front page.

         Why it became Vintar? Because of the Spanish connection. (Politically correct, it should say: "the Spaniard connection", because, Spaniard is the nationality, and Spanish is the language) But, "the Spanish connection" sounds better. So, let me use it.

        Here's the Spanish connection. You know when the Spaniards sailed West to go East, (now that's dumb!) they not only brought the conquistadores (for you youngsters, that's the military) but also the Cross! It is because of this Cross, that we became Vintar. Let me explain.

      Have you ever been to Vigan? Vigan is the oldest surviving Spanish colonial city in the Philippines. There are Spanish houses built in the 16th century lining the streets of the old section and a trip to the museums will yield a Spanish treasure-trove. Why so?

         Well, it goes back to the time when the imperial ambitions of the Spaniards spread to the Orient. They would not have been successful, if not for the Roman Catholic Church sanctioning and playing umpire to disputing Western nations by subdividing the world into their respective enclaves. We would not have been under the Spaniards, if not for one daring seaman, called Ferdinand Magellanwho by chance made contact in 1521. We knocked his butt off, by the way. After that, we were under colonial rule for more than 300 years. Three centuries! And it has never been the same. They restructured the Filipino life in terms of politics, economics, religion and culture. But what has that got to do with Vigan, and for that matter our town name Vintar?

         Well, a lot. You see, on May of 1572, capitan Juan de Salcedo with 70 or 80 soldiers sailed from Manila and took Vigan under his belt. As a reward for his services to the King, Salcedo was awarded the old province of Ylocos which then composed of Ilocos Norte, Ilocos Sur, Abra, La Union and some part of Mountain Province as his Encomienda and was accorded the title as Justicia Mayor de esta Provincia de Ylocos.         That's not all folks. Have you ever wondered why your surname/family name sounds like Spanish? You got it. There were two things, the missionaries loved to do to ease their burden of administering to their flock. Baptism and Census. You are going to be baptized to recieved a new name. Once, you have a name, you can be counted in the Census. Being listed in the Census, you can be track.

          And so, there you are, Mr. Foronda, Mr. Alviar, Mr. Reyes, Miss Leano, etc,.

     Then, the Americans came. The year was 1898. At the Battle of Manila Bay, Commodore George Dewey reportedly exclaimed, "You may fire when ready, Gridley," destroyed the Spanish fleet under Rear Admiral Patricio Montojo. That was the beginning of the end of the Spaniards. (I will put more spin on this one later....)

     Then, the Japanese came. But, all of you know that. So, I'll end it here.

• Mount Baguinsuso

           Mount Baguinsuso is an active volcano located in Barangay 14- Ester. Mount Baguinsuso is a historical place for Vintar because it is where the town's name came from. Mount Baguinsuso is a big landform which stretches from:

• But its center or heart is located at  Barangay  14   -   Ester.
• Today  Mount  Baguinsuso  is known as  Mount  Masadsada.

Masadsada is an Ilocano word which means passable valley. ( PALLAS VALLEY )

• Longest "Tubung"

     Tubung is a native cake (called bibingka, in local dialect), which is covered by a wood or a trunk of a tree.

The people from Vintar are known for making these delicacies. Because of this, Vintarinians (people from Vintar) had a spot on the Guinness World for making the longest Tubung in the whole world, which fed almost all of the Vintarinians.

1. Bibingka or native cake

• It is made from desiccated coconut, sweetened molasses (or tagapulot in local dialect) and glutinous rice flour, topped with grated cheese.

2. Tupig

• It is like a native rice cake which is covered with a leaf of banana, grilled.

3. Tubung

• Tubung is like a native cake (called bibingka, in local dialect), which is covered by a wood or a trunk of a tree.

4. Bagnet

• It is a famous crispy chicaron, famous in Ilocos region, usually eaten alone or mixed with vegetables 

       ( called pinakbet in local dialect ).

5. Pinakbet (others call it Pakbet)

• It is a mix of different vegetables, usually beans, eggplant, beans and bittergourd, with salty bagoong.

6. Sukang Ilokano (Ilocano Vinegar)

7. Onion, Garlic, Corn, Rice, Tobacco and other crops.

8. Shrimps and Salted Shrimp (ipon, in local dialect)

9. Brownies, Cassava Cake, Pichi-Pichi, Suman, and other rice-based foods

• These are corn kernels, deep-fried, flavored or salted.

• HISTORY of VINTAR

           If the municipality proudly exists today, it is because of the vigilance and

   forthrightness of our great grandfathers.

           In 1574, a Spanish ecomendero by the surname of Leaño reached the pueblo. 

It was in the course of his missionary works that the name of the town was coined. He

observed that when the village chieftain assembled his men with the command

INTAR! which means order in Iloco or local dialect, the tribesmen accordingly

congregated in V shaped formation with precise, clicking efficiency, symbolizing the

villagers warm welcome, sense of values, mores and traditions. These greatly impressed

the Spaniards Thereupon, wanting the occasion to be truly memorable; the missionary

affixed the V being also nearest to the shape of the heart to the word INTAR. Since

then, the people called the community VINTAR, more popularly taken to mean and

understood as a fitting tribute to the Vintarinians hospitability, kind heartedness and

unity of purpose.

           It was in 1800 that Vintar began to be administered by its first gobernadorcillo,

Agustin Vinoya. In order to effect more conversion to the Catholic faith, Agustin Leaño,

successor of Vinoya, encouraged the construction of the Roman Catholic Church (1801

presently the Saint Nicolas Roman Catholic Church.

          In 1901, Daniel Agcaoili began to govern the town as Municipal President. In

1903, due to its unstable financial status, the political and administrative machinery of

Vintar was merged with Bacarra, although it retained its identity as an independent

municipality. On December 4, 1908, with the zealous leadership of Don Florentino

Camaquin and Manuel Agcaoili, Vice President of Bacarra Vintar lawyers and 

Atty.Teotimo Duque, Dean of Vintar Lawyers, the ties between the towns were finally

severed. In the year 1938, Mr. Pedro Agbayani was elected the first Municipal Mayor.

During the bleak war days, Lt. Roque Nagtalon administered Vintar, followed by Atty.

Genaro Agbayani. After the country gained its political independence from the United

States of America, the late Messrs. Pedro F. Alviar and Elias C. Foronda, Sr. had

administered Vintar alternately. 

Then Rogelio T. Agbayani assumed office in 1972. Not long after, 
President  Ferdinand  Marcos proclaimed Martial Law on September 21, 1972.

          Under the Martial Law regime, terms of the incumbent local government elective

officials were extended up to 1980. The first local elections after Martial Law was lifted

were held in January 1980. Mayor Georgia B. Alviar became the first mayor to enjoy a

six-year term of office, when previously, the incumbency of local officials was only four

years per term. After the so called February Revolution on February 25, 1986, Atty.

Andres A. Tunac, Sr. took his oath of office as OIC Mayor of Vintar on June 12, 1986.

‘ During the transition period, a string of OICs were appointed after Atty. Andres

A. Tunac, Sr., each one having brief stints as caretakers of the municipality until the

first local elections in January, 1988.

          Hon. Antonio A. Foronda, Jr. became the first elected mayor during the Aquino

administration and the first successively elected for three (3) consecutive terms as Local

Chief Executive.

         On June 12, 1998, after his victory in the May 11, 1998 elections, Hon. Juanito

Albano, previously vice mayor for three consecutive terms during the incumbency of

Hon. Antonio A. Foronda, Jr. as municipal mayor, likewise took his oath of office as

Municipal Mayor. He was the first unopposed Local Chief Executive in the elections in

1998 and 2001.

         Hon. Juanito Albano won a second term as mayor in May 2001. However, due to

his untimely demise on Oct. 28, 2001, Hon. Eleuterio C. Mabanag, municipal vice mayor,

assumed office as Local Chief Executive of the Municipality of Vintar.

         

•  PHYSICAL PROFILE 

Location, Boundaries and Land Area

          Located seven ( 7 ) kilometers from Laoag City,  the Municipality of  Vintar

dominantly sprawls in the northern portion of the  Province of  Ilocos  Norte.

Geographically, it is strategically situated in relation to the neighboring adjacent

towns. It is bounded on the 

           North by the Municipalities of Burgos ( MBM Nos. 15

and 16 ), Bangui ( MBM Nos. 16, 17 And 18 ), and the  Municipality of Adams

( MBM Nos. 18 and 19 ); on the 

           South by Laoag City ( MBM Nos. 28 and 34 ); on the 

           East by the  Municipality of  Carasi ( MBM Nos. 22 and 20 ), and Adams ( MBM

Nos. 19 and 20 ); and on the 

           West by the  Municipalities of  Bacarra ( MBM Nos. 8

and 34 ) and Pasuquin ( MBM Nos. 8 and 15 ).

          Based on the Cadastral Survey of the  Municipality of  Vintar,  Ilocos  Norte

( CAD 577 - D ), undertaken and duly approved by the  Lands  Management  Bureau,

Department of Environment and Natural Resources ( LMB - DENR, formerly

Bureau of Lands ) executed from August, 1980  to January, 1983, the total land

area of the municipality covers 62,484.7603 hectares or 624.847603 square

kilometers, comprising of 40,053 lot parcels. Presently, Vintar has the largest

land area in the entire province of Ilocos Norte.
